Cubs will promote Chris Rusin to the major league roster and drop Trey Martin OF/CHC off the protected 40 man milb roster to make room for the 2 draft picks so far.

No. You need room for them as soon as they sign with their MLB clubs. Some 2014 draftees have already signed.
