I'm looking at the rules for in-season FA, which state:
8. You may make conditional bids. In other words, you can bid on a player even if your roster is full, and you may bid on a player even if you don't have enough salary cap room. HOWEVER, all bids MUST contain all the moves necessary to keep your roster in size and salary compliance. For example, if you have a full roster, your bid post must state who you will drop if you win the FA. Similarly, if you don't have enough salary cap space for the bid you want to make, you must state which player(s) you will drop to create enough salary cap room.
9. These drops will only be processed if you win the player.
I don't know if this was changed (if they were, these rules need to be rewritten).
If conditional bids are allowed, I'll go $11. If not, please let me know so I can actually drop someone before bidding closes. Thanks.

yes if you read the end of the in season fa rules tony got rid of the conditional drop rule. you have to follow off season rules. so if you have the cash to bid your good if not like you said you have to drop someone now before you can bid not a conditional drop. i would take time to read both rules of off season and in season. that rule was added by mike this year and not tony.
