I accept.
I view Niese and Castro as having team friendly contracts and Felix as....not.
So i like clearing some cap space and still getting immediate production from Niese. Along with that I know Felix is only 28 but he has 2K innings on his arm and though he most likely will have a good 2-3 years left in him before a serious decline happens, i get to add Skaggs next year and Bundy, hopefully this year.
ALexei Ramirez is most likely a free agent after 2016 since he has a nice 10M team option, but i get a younger and at a minimum equally productive SS in Castro. Neil Ramirez is just a nice RP gamble for me as I'm a Cubs fan and he might get a high leverage role.
I dislike giving up Odorizzi who looks like he could make an Alex Cobb similar jump and I'm giving up a big'ish upside SS prospect in Robertson, but i think the deal works out nicely for both teams...hopefully Brinson regains some promise this year too so my minors don't get more depleted.

Will i need to wait until Skaggs is on the DL on ESPN or can i store him there now?

You can't put him on your DL until he is put on the DL in real life. And as soon as he is, he will be on the DL on ESPN.
